Notice is hereby given to bidders that construction of this project is being funded, in part, by a federal grant provided to Lancaster County from the U.S. Dept of Housing and Urban Development and is subject to the Davis Bacon Act of March 3, 1931, as amended. Wages must be paid by contractors according to the U.S. Department’s Wage Decision included in the specifications. All bidders must also comply with the requirements of Section 3 of the Housing and Urban Development Act of 1968; the Executive Order of 11246 or any other order which prohibits discrimination in employment. NOTICE OF MEETING

NOTICE IS HEREBY GIVEN that the Borough Council of the Borough of Columbia, Lancaster County, Pennsylvania (the “Borough”) at its public meeting scheduled for Tuesday, July 9, 2019, at 7:00 P.M., prevailing local time, at the Borough Office, 308 Locust Street, Columbia, Pennsylvania, will, inter alia, amend the definition of Capital Project in Ordinance No. 880 of 2016 (enacted on November 14, 2016) and at such meeting, or in the alternative at a meeting of the governing body of the Borough held not less than three (3) nor more than thirty (30) days from the date of advertisement of this notice, the Borough will consider the enactment of an ordinance (the “Ordinance”) summarized as follows:

The Ordinance amends the definition of Capital Project in Ordinance No. 880 of 2016 (enacted on November 14, 2016) which authorized the incurring of non-electoral debt by the Borough through the issuance of its General Obligation Bonds, Series of 2016, in the maximum principal amount of $12,180,000, to include (1) opening, widening, straightening, vacating, grading, regrading, curbing, laying, relaying, paving or otherwise improving streets, roads, lanes and alleys of the Borough, (2) acquiring and/or constructing improvements to the Borough’s downtown parking; (3) undertaking the Historic North Third Street Corridor Streetscape project; (4) acquiring and/or constructing capital additions, extensions, alterations, renovations and/or other improvements to The Columbia Historic Market House; (5) providing funding for the Façade Improvement Program of the Borough; and (6) other infrastructure improvement projects as may be approved by the Governing Body, as further set forth in Appendix A to the Ordinance.

PUBLIC NOTICE

PUBLIC HEARING ON COMMUNITY DEVELOPMENT BLOCK GRANT

Columbia Borough Council will hold a public hearing on TUESDAY, April 9, 2019, as part of their Regular Borough Council monthly meeting. The hearing will be held at Columbia Borough Office, 308 Locust Street and will begin at approximately 7:00 p.m.

The purpose of this hearing is to discuss needs in the community which Columbia Borough is planning to address with funds available under Lancaster County’s Fiscal Year 2019 Community Development Block Grant (CDBG). The Borough has identified projects that it intends to submit to the Redevelopment Authority of the County of Lancaster to address one or more of the needs identified by Columbia Borough and contained in Lancaster County’s Fiscal Years 2016-2020 Consolidated Plan.

 Columbia Borough invites affected residents, property-owners, and other stakeholders to attend this meeting to identify other needs that should be addressed and to comment on the following potential proposed projects:

  • $125,000 for the total reconstruction of the 300 block South Second Street between Lawrence Street and Perry Street to benefit approximately 33 residential units to include curb sidewalks, ADA accessible curb ramps and street restoration and paving.
  • $200,000 for improvements to Historic Columbia Market House, 15 South Third Street, which will provide programs and be open to the community of 10,400 residents, to include infrastructure, bathroom facilities, lighting, plumbing and electric.
