A PERMIT IS REQUIRED FOR THE FOLLOWING:  (Most forms are available at

Soliciting/Peddling:  Anyone who solicits or sells goods for a profit within the Borough must have a Solicitation/Peddling Permit.  Permits are good for 30 days.  (Application must be made in person at the Columbia Borough Office)

Open Burning:  A permit is required for any open burning in the Borough including fire pits.  There is a one-time fee for the permit.

Swimming Pools:  Swimming pools require two permits.  Depending on the size of the pool a retractable ladder and/or a fence may be required.  Pump must be connected to a GFCI protected circuit/receptacle.

Domestic Pets:  All pets must be under the control of their owner at all times.  Dogs must be licensed and have current vaccinations.  Animal waste must be cleaned up immediately when walking and daily from the owner’s property.

Building Permits:  Permits are required for any alteration to a property or structure, including but not limited to additions, decks, sheds, sidewalks, driveways, road cuts, signs, fences, walls, and land disturbances.

Special Events:  Borough Council approval is required for events being held on public property or in Borough streets.  Applicants should request the use of Borough property at least two months prior to the scheduled event.

Demolition:  A permit is required for all demolition projects.

Handicap Parking:  To apply for a Handicap parking space you  must have a handicap placard/plate from the state, be the registered owner of the vehicle, have a valid driver’s license, have permission from the property owner (if you rent) and have no off-street parking available to you.
