The Public Works Manager reports to the Borough Manager. They oversees the collaboration of the Borough Public Works staff and projects completed by outside contractors. The Public Works Department is committed to providing management and maintenance to the infrastructure of the Borough. Responsibilities include Borough roads, Borough parks, yard waste collection, street sweeping, snow removal, street signs, curbs, grounds keeping and equipment maintenance.  Employees perform routine and emergency street maintenance, repair and maintain storm drains and inlets, repair potholes, and large area roadway repairs. Crews maintain the Borough properties and service Borough owned equipment. Highway Department employees clean up vacant lots, board up vacant buildings, and assist with cleanup at every Borough event.  They install and maintain street signs, perform line and curb painting and work storm emergencies on a twenty-four hour call in basis. 

In addition to the yard waste and leaf collection, the Borough staff maintains and operates the facility at 254 Blue Lane. The Columbia Borough Farm, 254 Blue Lane, Columbia, PA) is open the second and fourth Saturdays of each month, April through October and just the second Saturday November though March, for Columbia residents to drop yard waste.  Hours of operation are 8:00 AM to 12:00 PM.   Working with DEP, the Public Works Department established the yard waste program in 2003. Several pieces of new equipment have made it possible to start a recycling program that turns unwanted yard debris into a highly valuable product. The Borough collects nearly 200 tons of yard waste annually. The program expanded to receiving yard waste from neighboring municipalities in 2005.
