Columbia Borough is one of 959 Pennsylvania Boroughs. Our Borough is home to approximately 10,400 residents, living in 1.5 square miles of land.
Pennsylvania Boroughs follow a Borough Code, where elected Council sets policy in every aspect of the Borough, including budget, public works, zoning and ordinances. The mayor is primarily responsible for oversight of law enforcement but can break a tie in Council. Council appoints a Borough Manager to direct and supervise all departments except the Police Department.
